This does not come with the COA, you will have to supply your own.
No CD key is needed for the installation process but you will need a COA (Certificate of Authenticity) which is on the multicolor label located on the side or bottom of your computer. The COA contains the product key code which might be required to complete the operating system setup.
This DVD is for Newer (2007)DELL computers only. May work on other computers but I cannot guarantee that.
